The Enforcement Management System is an information system used for maintaining detailed records of road offenders. It is also comprehensibly used to track or map offenses, assist in dispatching and investigations, allocate resources, comprehensively manage cases and complaints, and share data and information. The Enforcement Management System includes modules for receiving notice books, issuing fines and court summons to offenders, managing payments from offenders, managing complaints and giving regular feedback to complainants and managing investigations of complaints and any irregularities. It also keeps a database of road accidents. The system is fully equipped with various analysis capabilities, it has web based database which can be accessed anytime; anywhere and provides real-time statistical reporting in various formats.
This module manages the reception of notice books from the supplier, and also manages the issuing of books to the various inspectors; it also involves the re-issuing and editing of books.

This module manages issuing of notices to road offenders; this involves capturing full details of the offender and the offense.

The function of this module is to manage the payment of fines by offenders. The information captured in this module is also uploaded to the finance system of the organisation.

The function of this module is to manage the accident history of a vehicle; it involves capturing accident information of a vehicle and tracking its accident history.

The function of this module is to manage customer complaints; it involves capturing a complaint, investigation and providing timely feedback to the customer.

The function of this module is to produce statistical reporting information in various formats as and when required by management and users of the system.
